嘉宾简介：曹思未，北京师范大学经济与工商管理学院经济系副教授，本科毕业于北京大学数学科学学院，博士毕业于加州大学伯克利分校农业与资源经济系。研究领域为区域经济学和创新经济学。主持国家社科基金一般项目，在《经济研究》、《世界经济》、《Journal of Regional Science》等国内外权威经济学期刊发表论文多篇。曹思未是ABS3星期刊《Management and Organization Review》编委会委员。长期担任Journal of Regional Science，Research Policy，Technovation，Journal of Technology Transfer，Management and Organization Review，China Economic Review，经济科学审稿人。于2024年七月获得Management and Organization Review年度最佳审稿人奖。

内容摘要：Bidding-for-firms competition among local governments generates severe resource misallocation and race-to-the-bottom subsidization, yet effective policy remedies remain elusive. This paper studies a novel Chinese policy that transforms competing counties into cooperating partners by allowing them to share tax revenues and economic performance from mobile firms. We find the policy contributes to net capital inflows towards treated counties, redirects firm locations toward counties with aligned comparative advantage, and substantially reduces the extent of overly generous local business incentives offered by competing county governments to attract mobile firms. These gains raise county- and city-level GDP per capita by 5 to 7%.
